Chenega Enterprise Systems & Solutions, LLC, a Chenega Professional Services’ company, is looking for an Acquisition Support Specialist III to support the Food and Drug Administration’s (FDA) Center for Biologics Evaluation and Research (CBER). The Acquisition Support Specialist III shall provide FDA Centers with Acquisitions and Federal Assistance Support Services for the coordination and management for selected initiatives.

Responsibilities:
  • Work with AMB to provide acquisition solutions to assigned Program Offices throughout the acquisition lifecycle to include providing expert advice on acquisition systems and acquisition processes, relevant law, federal regulations, and policies.
  • Assist with contract management activities, the development of acquisition packages, and assistance with invoice issues and general administrative support as needed.
  • Work closely with CBER’s Project or Program Managers, Contracting Officer Representatives (CORs), Budget Officials and Subject Matter Experts (SMEs) as part of an Integrated Project Team (IPT) to develop project requirements and help create, review, revise, and finalize acquisition documents to be submitted to OAGS.
  • Review, revise, and submit acquisition packages to AMB staff members for OAGS approval using the Acquisition Lifecycle Platform (ALP).
  • Provide acquisition assistance activities such as completing acquisition planning, providing expert advice on acquisition and FDA processes, assist with liaison duties.
  • Work with subject matter experts (SME’s) from various Program Offices to develop and define requirement needs to prepare for and execute the upcoming fiscal year.
  • Lead coordination to correct any package deficiencies and pre-award issues.
  • Provide clear and concise status updates to management that is timely and as requested.
  • Identify and escalate to AMB leadership any issues that arise
  • Follow up with Program Offices to ensure timely submittal of acquisition or assistance package as well as with the Acquisition/Grant office to ensure timely award.
  • Assists with invoicing issues and undelivered orders (UDOs).
  • Perform data collection and analysis in a timely and effective manner.
  • Utilize BPERS reporting solution to run reports and disseminate acquisition data to assigned Program Offices.
  • Update and maintain status on all of assigned acquisitions in BPERS and monitor and update BPERS records to reflect correct information.
  • Provide oral and written progress updates and final reports
Qualifications:
  • Bachelor’s Degree in related field of study
  • Minimum of 10 years’ experience direct relatable Federal Acquisition role
  • Knowledge of federal acquisition methods and techniques
Knowledge, Skills and Abilities:
  • Excellent written and oral communication skills
  • Knowledge of federal acquisition methods and techniques, regulations, laws and policies, to include, but not limited to: FAR 5-8, 10-13, 15-17, 19, 43
  • Knowledge of FAR for lnteragency Agreements (IAAs}, including FAR 17
  • Knowledge of federal methods and techniques for Grants and Cooperative Agreements
  • Microsoft Office software, with emphasis on Word, Excel, Power Point, and Outlook as well as SharePoint.
  • Able to manage multiple assignments with strict deadlines and ability to coordinate efforts among many offices.
  • Ability and desire to read/research to obtain knowledge of purchasing/contracting methods and techniques and perform pre-award, post-award procurement actions
  • Knowledge of the FDA and HHS acquisition process.
