Compensation*: Competitive starting salary $120,200 - $157,500 commensurate with skills and experience, Full Pay Range: $120,200 - $194,700
Anticipated Start Date: Early – Mid January

Our Location

Energy Trust provides for a range of work location options, including remote, hybrid and in-office work. We are open to candidates who live throughout Oregon and Washington.
The Assistant Director, Energy Programs would be expected to report to the office on a quarterly basis, at minimum for all-staff and other in-person meetings.

What We’re Looking For:

The Assistant Director – Energy Programs will support the planning, developing, organizing, integrating, managing, and implementing of multiple energy efficiency and renewable energy programs, as well as manage day-to-day activities of the Energy Programs team.
The Assistant Director – Energy Programs will report to and is a direct line of support to the Director of Energy Programs, both in their day-to-day capacity and in company-wide and stakeholder meetings and communications as needed. You will work closely with the Assistant Director – Program Operations and collaborate with support groups including Finance, Planning and Evaluation, Innovation and Development (InnDev), Communications and Customer Service (CCS), and IT to meet organizational objectives.

What You’ll Do:

  • Provide strategic guidance and support for the overall suite of energy programs, ensuring these implement and support Energy Trust goals and strategies. Assess resource needs and constraints across the Energy Programs portfolios and make priority recommendations to Director of Energy Programs and Executive Team members as applicable.
  • Oversee programs sectors in the planning, developing, organizing, integrating, managing, and implementing of multiple energy efficiency and renewable energy programs. Hire senior management staff and contractors for energy programs.
  • Identify best practices and oversee change management to improve program processes with the goal of meeting future Energy Programs’ needs and budget scenarios.
  • Oversee the management and development of program budgets by senior staff and program managers ensuring budgets are managed to approved levels.
  • Lead continuous process improvement, development and management of statements of work.
  • Work closely with Assistant Director - Programs Operations to define, develop, and implement efficient and coordinated support services and energy program activities.
  • Support Energy Trust initiatives and goals outlined in the Diversity, Equity, and Inclusion (DEI) Strategic Plan and Oregon Public Utilities Commission (OPUC) Equity metrics, focused specifically on metric and reporting requirements, contracting, and hiring. Oversee consistent execution of DEI program strategies and guide the evolution of activities towards goal attainment.
  • Serve as a partner to internal support groups (Legal, Finance, IT, CCS, InnDev) for resolution of emerging and time-sensitive issues. Prioritize program resources supporting long-term initiatives in these areas. Ensure program staff across all sectors are responsive to all internal support groups.
  • Anticipate funder and regulatory needs for information from programs related to performance, new initiatives, and delivery contracts by planning and directing the creation of analyses, visuals, and explanations by program staff.
  • Work closely with CCS and InnDev staff to inform discussions and plans related to funder interests and make program resources available to respond to funder needs and inquiries. Support funding negotiations for multimillion-dollar projects and in developing related project contracting elements that meet Energy Trust goals while balancing risks.
  • Partner with InnDev and Community & New Initiatives staff to launch new initiatives within Programs. Ensure that appropriate program staff are involved.
  • Lead the RFP process for external contractors and lead contract negotiations. Support the development and management of statements of work and negotiation of contract terms.
  • Perform all job functions in a safe manner.
  • Perform all other job duties as assigned.
SUPERVISORY RESPONSIBILITY

  • Supervise up to six Energy Program sector leads.
  • Hire, direct, and manage staff.
  • Provide mentoring and support to senior-level supervisors.


What You’ll Need:
  • Bachelor’s degree in energy, business, management, systems analysis, economics, or related fields, or equivalent professional experience. Master’s degree preferred.
  • Eight years' experience in personnel management including hiring, training, mentoring, and supervising staff at multiple levels.
  • Ten years’ experience managing cross-functional operations initiatives related to supporting energy programs, including project planning, development, marketing, and financing.
  • Demonstrated successful experience in group facilitation, team building, and managing across departments.
  • Strong organizational development and process analysis skills.
  • Strong analytic abilities, including experience with varied project approaches, a wide range of technologies, and multiple forms of contracting.
  • Ability to produce clear, concise reports and recommendations, and make presentations.
  • Demonstrated strong interpersonal, written, and verbal communication skills required. Must be able to interact with a diverse workforce and be comfortable working in culturally diverse settings and groups.
