Job Summary
Scope/Span of Control Requirement for Grade 10:, 1) Manage DSM/EE program budget $30M or greater, or, 2) Manager DSM/EE program budget less than $30M AND has primary responsibility to write regulatory testimony and serve as expert witness during DSM/EE regulatory proceedings, Lead and manage operating company demand-side management/energy efficiency (DSM/EE) activities including, but not limited to, planning, regulatory policy witness, acquisition, implementation, evaluation, and contract administration functions. Supervise and coach professional staff at multiple remote work locations and provide overall direction to efficiently implement cost beneficial programs, effectively manage O&M budget, and maintain full compliance with regulatory requirements related to DSM, energy efficiency and demand response activities, including timely cost recovery, in harmony with other corporate functions., Regulatory policy witness includes understanding of energy efficiency cost recovery of program cost, lost net revenue and utility incentive methods. Witness must also understand utility energy efficiency cost effectiveness tests., Implementation include procuring and managing multiple vendors and employees in areas of energy efficiency, demand response, conservation voltage reduction (distribution volt-var optimization), behind the customer meter renewable (geothermal, etc) and new technologies, and marketing and branding. Marketing includes advertising, market research, segmentation and engagement to meet company expectations.
Job Description
This position will be HYBRID and will be required to report to the SWEPCO office any of the following locations: Shreveport, Fayetteville or Texarkana a minimum of 3 days per week.
ESSENTIAL JOB FUNCTIONS:
  • Serve as expert witness during DSM/EE-related regulatory proceedings to seek implementation of new or expanded initiatives and appropriate recovery of costs / lost net revenues / incentives.
  • Provide leadership in developing policy and strategy decisions for DSM/EE regulatory compliance.
  • Attend necessary meetings with regulatory bodies to present program proposals, provide progress updates, present final reports, and address questions, concerns, or any suggested process improvement opportunities.
  • Manage contractor selection process thorough competitive bidding practices, where applicable, and associated contracts.
  • Oversee and lead DSM/EE resource planning, acquisition and evaluation activities. Identify cutting edge energy efficiency technologies that can be considered for inclusion into DSM/EE portfolios.
  • Approve final program design to meet stated goals and objectives.
  • Oversee all program promotion and implementation, employee and contractor training, measurement and verification, cost tracking, and other data collection / program administration / metric reporting associated with the effective implementation of OPCO-sponsored programs.
  • Work closely with AEP central organization and sister utilities DSM/EE staff to effectively evaluate overall program and suggest new / modified programs / deliverables, and provide overall program support.
  • Ultimate responsibility for meeting stated goals and objectives including energy reduction, demand reduction overall budget targets and improving operating customer engagement and satisfaction.
  • Maintain successful interpersonal working relationships with state-level regulators and regulatory agency staff.
  • Work closely with AEP central organization DSM/EE staff and public policy to develop comprehensive DSM / Energy Efficiency strategies.
  • Keep abreast of related industry, regulatory, legislative and other external developments that may affect DSM/EE activities. Provide ongoing analysis of pending or enacted legislation related to DSM and Energy Efficiency.
  • Work with external special interest groups, including any state- or operating company-appointed task force(s).
  • Manage and coach professional staff in multiple remote work locations.
  • Oersee work performed by direct reports to ensure compliance with Company's policies and overall goals and objectives.
  • Train and mentor direct reports to provide opportunities for future advancement within the DSM/EE organization.
  • Coordinate other DSM/EE activities and functions with appropriate AEP and operating company personnel.
  • Maintain a comprehensive working knowledge of all aspects of DSM/EE-related activities in all functional areas and the interrelationships among them.
  • Communicate regularly with AEP and operating company organizational units to ensure understanding of expected deliverables, timetables, successes, needed process improvement, and overall roles and responsibilities. Distribute feedback from internal and external organizations to appropriate AEP and operating company personnel.
  • Ensure operating company management, AEP DSM/EE support staff, and regulatory interface personnel are kept abreast of overall DSM/EE activities, achievements, and overall progress, through reports or other mutually-acceptable means, to facilitate appropriate and timely updates to regulatory agencies.
  • Work with AEP DSM/EE support staff to ensure all program data, including overall program costs, participant levels, installed measures, projected impacts and other required data / metrics are sufficiently captured in the AEP DSM/EE tracking system.
  • Ensure all business processes and systems that will be affected by DSM/EE implementation are identified, and that the responsible AEP organizational units are notified in a timely manner. Monitor and verify that any necessary process modifications or new developments are appropriately planned and implemented in a timely manner.

MINIMUM REQUIREMENTS:
Bachelor's degree in related field or equivalent combination of education and/or experience. Minimum of 12 years' related electric utility experience or a minimum of 5 years direct experience in DSM/EE-related activities.
The successful candidate should possess in-depth knowledge of regulatory requirements for utility demand-side resource planning / acquisition / implementation, demonstrate mastery of highly complex utility resource planning processes, including mathematical and statistical knowledge. The incumbent should also exhibit excellent interpersonal, teamwork, verbal and written communications, and time / project management skills as well as demonstrated leadership traits.
