Job Description

Capitol Advisors on Technology is seeking a talented and experienced Senior Policy Analyst to join our team. The ideal candidate will have a strong background in acquisition policy.  They will support agency priorities through the research, management, and development, and support of federal policy initiatives.  This is a part-time, contract position.

Essential Duties and Responsibilities:

The Senior Policy Analyst position’s responsibilities include but are not limited to:

  • Restructuring, revising, and finalizing the acquisition packages in accordance with FAR Drafting Guidelines.
  • Developing an acquisition Rule Case Package and be able to shepherd the rule through the proposed and final rulemaking stages.
  • Conducting federal policy research and analysis on high-priority issues.   Research may include, but is not limited to, conducting reviews of proposed federal laws, existing laws, literature, and consulting with experts.
  • Managing tasks and projects related to federal policy. Managing may include but is not limited to, developing project plans, monitoring adherence to the plan, and engaging with internal and external audiences to complete the project deliverables.
  • Editing and updating the Acquisition Workforce Certification Policy.
  • Restructuring, revising, and developing the acquisition supplements.
  • Providing an HHS Adaptive Acquisition Workspace.
  • Providing support to the federal office
  • Working with the federal agency’s general counsel’s office to clear the proposed and final rule.

Minimum Qualifications (Knowledge, Skills, and Abilities)

The successful candidate must have:

  • Master's degree in a related field preferred
  • Must have a federal security clearance or the ability to obtain a security clearance
  • Working knowledge of the legal aspects affecting policies
  • Knowledge and experience with structuring a proposed rule.
  • Knowledge and experience with re‐opening comments or whether to consider issuing multiple proposed rules in phased sequencing or proceed with publishing one rule update.
  • Knowledge of additional options that are available for gathering early public comments, if needed.
  • Modifying public comment instructions based on the federal agency’s direction if the agency should allow both written and electronic comments.
  • Knowledge and/or experience working with OMB on the proposed rule.
