IMPORTANT INFORMATION
  • Working Condition: Remote > This position can be fully remote with some requirements for in-person work. You must be living in the United States to qualify for remote work.
  • This position is permanent, full time, and represented by SEIU.
  • Per the SEIU CBA for OHCS represented positions, applicants who are current OHCS employees will be considered and interviewed before external applicants.

WHAT YOU WILL DO
The person in this position is to independently develop, negotiate and administer complex or high-risk grants, contracts, and agreements that may be politically sensitive and have multiple funding sources, funding arrangements and policy interpretation throughout the pre-award and post-award phases.
MINIMUM QUALIFICATIONS
Five years procurement and contract experience related to the position such as developing and administering standard contracts, agreements, or solicitations.

A bachelor’s degree and two years of professional-level procurement and contract experience related to the position.
-OR-
Any combination of experience and education equivalent to five years of procurement and contract experience related to the position.

  • Strong knowledge and expertise of state purchasing processes, policies, and systems.
  • Advise Managers and staff on procedures for developing contracts and agreements.
  • Thorough understanding of the legal aspects of contracting and the associated legal liability.
  • Ability to negotiate, establish and process contracts.
  • Strong analytical skills and attention to detail.
  • Excellent written and oral communication skills.

We provide financial and program support to create and preserve opportunities for quality, affordable housing for Oregonians of lower and moderate income. CHIEF FINANCIAL OFFICE: PROCUREMENT AND GRANT COMPLIANCE
The Procurement and Grant Compliance Section of the Chief Financial Office includes grants, financial monitoring & compliance, and procurement & contracts. Key program areas of the agency rely on community partners serving low-income Oregonians, and grants and contracts are critical to this success to ensure resources reaching low-income Oregonians. This section ensures accountability and stewardship of resources.
