Description
The Education and Labor Cabinet’s mission is to educate, prepare, train, and ensure the safety of Kentucky's current and future workforces. Our goal is to create and make continuous improvements to an education and workforce system that prepares Kentuckians for the 21st century workforce while helping businesses find the skilled workers they need to compete and create jobs in the Commonwealth.

The cabinet is seeking to fill two Human Resource Specialist II positions within the Office of the Secretary, Division of Human Resources Management, Human Resources Administration Branch. This position requires general knowledge of personnel, payroll, and time management functions along with a desire to learn regulations, statutes, and state government personnel procedures and practices.

The preferred candidate for this position should demonstrate the ability to handle multiple projects, ensure accuracy, maintain a high level of attention to detail, communicate clearly and concisely in multiple platforms, and work cooperatively with a team.

Job duties include:
  • Provides technical assistance to managers and employees regarding personnel and payroll processes and requirements.
  • Assists staff with completing paperwork required for personnel actions, schedule changes, changes to telecommuting agreements, and various acknowledgement forms.
  • Assists with recruiting efforts.
  • Researches potential candidates qualifications and contacts individuals to promote job opportunities within the cabinet.
  • Answers questions regarding salary, benefits package, work schedule, leave, etc.
  • Assists with reviewing personnel action requests, resolves time errors, and audits tasks.
  • Maintains telecommuting database.
  • Ensures all telecommuting agreements are completed accurately, routes for approva and uploads to onbase.
  • Performs monthly audit to compare telecommuting database to KHRIS information and makes corrections as necessary.
  • Interprets personnel statutes and regulations for agency management and employees.
  • Participates in agency human resource training as well as trainings offered by the Personnel Cabinet to develop knowledge and skills.
  • Performs other duties as assigned.

Minimum Requirements
EDUCATION: Graduate of a college or university with a bachelor's degree.


EXPERIENCE, TRAINING, OR SKILLS: One year of professional experience in personnel administration, business administration or management.


Substitute EDUCATION for EXPERIENCE: NONE


Substitute EXPERIENCE for EDUCATION: Administrative, business, research, and/or clerical experience will substitute for the required education on a year-for-year basis. Current or prior military experience will substitute for the required college on a year for year basis. Prior military experience will only substitute if the individual received an honorable discharge, discharge under honorable conditions, or a general discharge.

Working Conditions
Incumbents working in this job title perform duties in an office setting. Minimal travel may be required.
Probationary Period
This job has an initial and promotional probationary period of 6 months, except as provided in KRS 18A.111.
