IT Business Analyst
This is a full-time, permanent, remote position.

As a proactive IT Business Analyst, you’ll lead the implementation, management, and support of agency-wide enterprise systems and solutions. You will take charge of technical guidance, conducting comprehensive business analysis, and managing software requirements to ensure seamless alignment with our mission of safeguarding and enhancing public health in Washington State. Responsibilities
:
  • Liaison between business stakeholders and technical staff.
  • Elicit, plan, and analyze business and technical requirements.
  • Facilitate requirement gathering through various methods.
  • Validate and verify business requirements for software applications.
  • Provide cost estimates for project scope.
  • Work with technical staff to design user interfaces and system functionality.

  • Analyze data structures to determine relationships between elements using diagrams.
  • Collaborate to identify system performance issues and prototype technology solutions.
  • Provide insights to improve data quality and system performance.
  • Identify and report IT risks, recommend mitigations.
  • Participate in problem-solving and trend analysis to resolve system issues.
  • Keep management informed of testing progress, issues, and concerns.

Required Qualifications and Experience
:

Your experience must come from full-time professional work and may have been gained concurrently. Any additional years of experience can replace educational requirements on a year-for-year basis.


Applicants must fulfill one of the following options, in addition to meeting the specified criteria listed below.

  • Option 1: At least 8 years of experience in either Business Analysis or Systems Development in IT, including at least 4 years as a Business Analyst and 2 years as a Software Analyst or Developer.


  • Option 2:
    An Associate’s Degree and at least 6 years of experience in either Business Analysis or Systems Development in IT.


  • Option 3:
    A Bachelor’s Degree and at least 4 years of experience in either Business Analysis or Systems Development in IT.

  • At least 1 year of experience in Business Analysis or a similar role in software development performing the following functions:
    • Eliciting user requirements.
    • Analyzing and formally documenting business needs, processes, and workflows.
    • Using defined formats for functional use cases and business rules.
    • Preparing documentation including internal technical documents, system diagrams, use cases, test cases, and user documentation and manuals.
    • Proficiently translating complex technical issues into readily understood concepts for internal and external users.


Preferred Experience and Desired Qualifications:

  • Experience with Agile or other iterative development methods.
  • Two (2) years of using customer requirements tracking tools.
  • Two (2) years participating as a Business Analyst or in a similar role.
  • One (1) year of training users on newly implemented software and technologies.
  • Professional Certification in IT Business Analysis or equivalent education focused on IT Business Analysis.
  • Experience with Lean practices.
  • Bachelor’s degree in:
    • Computer Science
    • Business Administration
    • Mathematics
    • Engineering
    • Informatics

Location and Flexibility
This is a remote position available to applicants residing anywhere within the USA. Attending events or working In-office at the DOH office located in Tumwater, WA is infrequent, rarely required, and would be scheduled well in advance at.
