CITGO’s Lake Charles Manufacturing Complex is seeking a Captial Projects Construction Manager and a Major Projects Construction Manager to join our Maintenance and Engineering Services Departments.

 

The Construction Manager at CITGO Petroleum Corporation’s Lake Charles Manufacturing Complex is responsible for overseeing and managing all construction phases and personnel assigned to major projects events, including CITGO and contract personnel, supervisors and managers assigned to the project. These events will include turnaround and non-turnaround projects and require seamless integration of construction activities across all functions (engineering, environmental, procurement, construction, maintenance, turnaround teams, and operations). The manager ensures the work is executed safely, without environmental incidents, and is completed within specifications. 

 

 

Additional Job Duties:

  • Develop a construction management standard, execution plan, and pre-commissioning procedure to be used on major projects
  • Oversee the safety of CITGO personnel and Vendors assigned to the construction activities on assigned projects by monitoring safety programs & compliance
  • Audit and promote safety improvement ideas by setting strong safety expectations and habits
  • Provide input into project estimates and maintaining construction budgets during execution
  • Collaborate with project controls to trend construction work packages against funding estimates
  • Manage assigned construction execution strategies to ensure efficient execution and successful completions of projects
  • Analyze competitive bids and provides critical input during construction contractor selections
  • Develop interactive project schedules, contracting strategies, and construction planning/logistics by working with project management, engineering, purchasing, and vendors
  • Provide advice or approval on construction methods, field changes, and conflict resolution
  • Facilitate constructability reviews on projects per the developed construction execution standard
  • Participate in project hind-sight reviews for continuing improvements
  • Participate in Management of Change activities as required

  • Bachelor's degree, Associate degree, or high school diploma, plus fifteen (15) years of related general industrial construction experience that includes a minimum of eight (8) years of construction management experience,
    • Construction management experience in major projects with strong knowledge of civil, structural, and mechanical construction, planning, execution, and associated craft work, highly preferred
    • Strong knowledge of instrument and electrical installations, highly preferred
    • Strong work experience of successful major projects or turnaround completions valued at $50MM plus, highly preferred
  • Must be willing and able to provide full-time support for major projects that fall within turnaround windows
  • Valid Driver's License required
  • High school diploma or equivalent required

Hourly employees must be qualified as a temporary supervisor according to the Supervisor Development Process (OSDP, MSDP, or LSDP) and meet minimum qualifications listed above

 

Eligibility Requirement: The Maritime Transportation Security Act requires all persons who will need unescorted access to a regulated facility to have a valid Transportation Worker Identification Credential (TWIC), issued in accordance with the rules established by the United States Coast Guard and the Transportation Security Administration. Candidates selected for employment must meet eligibility criteria to obtain a TWIC card.
