Senior Program, Portfolio, Project Analyst - Transition

Position: Salary exempt, full-time, remote position with in-person meetings in DC.

Position Overview

The Senior Program, Portfolio, and Project (PPP) Analyst will be a key team member within the Transition group of the Technology Scouting and Transition (TST) Division at the Department of Homeland Security's Science and Technology Directorate (DHS S&T). This role involves assisting program managers with the transition of innovative technologies from research and development into operational use, ensuring that promising advancements meet the critical needs of DHS Components and first responders.


The Senior PPP Analyst will work closely with stakeholders to manage projects, track deliverables, conduct research, and provide analytical support throughout the various stages of the Research, Development, Test, and Evaluation (RDT&E) process.


Key Responsibilities


Program Support:

- Assist program managers in executing RDT&E programs, covering technology foraging, research and development, systems analysis, operational testing, and risk management.

- Support project planning by defining requirements, scope, schedules, and budgets.


Project Management:

- Monitor project baselines, assess deliverables, and maintain documentation.

- Conduct quality reviews to ensure compliance with established standards.


Documentation and Reporting:

- Draft correspondence, reports, white papers, meeting minutes, and presentations.

- Prepare and present materials for project-related activities.


Stakeholder Engagement:

- Track action items, participate in meetings, and contribute to project discussions.

- Collaborate with stakeholders to ensure alignment of technology transitions with mission needs.


Research and Analysis:

- Conduct research to support the transition of technologies within the homeland security enterprise.

- Provide accurate analytical support for technology transition activities.


Required Qualifications

- U.S. Citizenship and eligibility to obtain Security Clearance if required.

- Education: Bachelor's degree and 10+ years of related experience, or Master's degree and 5+ years of related experience preferred.

- Proficiency in Web applications, MS Office Suite, and SharePoint.

- Excellent verbal and written communication skills, with the ability to present complex information clearly.

- Experience working as part of a project team and effectively coordinating activities.

- Proven ability to draft clear and concise documentation, including technical reports and presentations.
