Prime Contracts Manager
 

Main Purpose and Objectives of Position:

Responsible for supporting the site need for capital/facility delivery, contract administration and sourcing supplies and services.  Manages the prime contract on a multi-billion dollar capital project. Implements Prime Contract Management Program and establishes contracts administration procedures. Responsible for the training and supervision of contracts personnel supporting prime contract administration and claims identification. It also requires close liaison with key internal customer areas (Engineering, Construction, Finance, Procurement). Remote position** (see 'travel' section below)

Educational RequirementsBachelor’s Degree in business administration, supply chain management, strategic sourcing, law, quantity surveying, construction management or engineering.

Key Responsibilities:

In line with the job outlined above, the following are typically the key task expectations of the role:

  • Deliver capital projects in accordance with Global Facilities business processes
  • Serve as a liaison between internal and external parties during contract development and negotiation stages.
  • Implement a contracts management program, including a contract responsibility matrix, a contracts requirements action list, and a contract notice log
  • Ensure contractual notices and client entitlements are properly administered
  • Ensure compliance with prime contract terms and conditions
  • Identify areas of risk due to ambiguities, omissions, and conflicts in the contents of documents relative to the contracts
  • Develop a program to mitigate and resolve claims from the contractors including reviewing with legal
  • Participate in project meetings with engineering, procurement, project controls and construction to ensure awareness of actions impacting the prime contract
  • Report status of current contracts processes to management
  • Resolve any existing contract conflicts
  • Analyze potential risks that potential contract changes may pose to organization 
  • Ensure that Procurement process is compliant at all times
  • Work with Engineering, Finance, and Construction to close out projects in a timely manner
  • Coordinate the development and delivery of ongoing project training to address prime contract management principles to the team. This will be ongoing throughout the lifecycle of the project

Support local & global procurement policies, goals and objectives

  • Ensure compliance with existing global procurement policies and generate/review local SOPs when required.
  • Use e-procurement tools in line with procurement strategies.
  • Support corporate-wide goal of procurement savings.
  • Work with other site buyers involved with suppliers to ensure seamless supplier management

  • Experience with implementing prime contract requirements on large-scale EPC projects
  • Experience in pricing, contract law, contract drafting, administration and negotiation of change orders
  • Effective correspondence

**Travel:

At times, though mainly remote, the Prime Contracts Manager may need to travel to locations, the project site, or contractor sites. This will be on an as needed basis and is anticipated to be a few times per year likely
