JOB OVERVIEW:
The Tribe is seeking a highly skilled and experienced Procurement Director to join our team. The Procurement Director will be responsible for overseeing and managing all procurement activities, ensuring the efficient and effective acquisition of goods and services. The role is crucial in maintaining compliance with applicable procurement regulations, optimizing costs, and fostering positive relationships with suppliers and stakeholders.


REPORTING RELATIONSHIPS
Reports To: Chief Financial Officer
Supervises: May supervise up to 10 employees
Liaison To: Program managers and outside vendors


RESPONSIBILITIES:
  • Develop and implement procurement strategies, processes, and procedures in alignment with Tlingit & Haida objectives and applicable law and regulations.
  • Oversee the entire procurement process, including sourcing, bidding, negotiating, and contracting for goods and services.
  • Oversee the following departments: Procurement, Contracting, Inventory/Warehouse, and Mailroom.
  • Conduct market research to identify potential suppliers, evaluate their capabilities, and maintain a supplier database.
  • Collaborate with internal clients to understand their procurement needs and provide guidance on procurement best practices.
  • Prepare Request for Proposals (RFP) and Requests for Quotes (RFQ) etc.
  • Manage RFP/RFQ process, ensuring accuracy and compliance with applicable procurement policies and budgetary constraints.
  • Lead the evaluation and selection of suppliers based on quality, cost, delivery, and other relevant factors.
  • Negotiate contracts and terms with suppliers, ensuring favorable terms and conditions for Tlingit & Haida.
  • Monitor supplier performance and maintain positive relationships with key suppliers.
  • Stay updated on industry trends, applicable laws and regulations, and best practices in procurement, and recommend improvements to enhance efficiency and effectiveness.
  • Prepare and present reports on procurement activities, including cost savings, supplier performance, and compliance.


MINIMUM QUALIFICATIONS (EDUCATION, EXPERIENCE, SKILLS):
  • Bachelor's degree in Business Administration, Supply Chain Management, or a related field.
  • Two years’ proven experience as a Procurement Leader, preferably within a government or tribal organization.
  • Five years’ proven supervisory experience.
  • Working knowledge of 2 CFR Part 200, Federal Acquisition Regulations, and Defense Federal Acquisition Regulation Supplement.
  • In-depth knowledge of procurement principles, regulations, and best practices.
  • Strong negotiation, contract management, and supplier relationship management skills.
  • Commitment to fostering a team environment.

  • Excellent analytical and problem-solving abilities.
  • Proficient in using procurement software and tools.
  • Exceptional communication and interpersonal skills, with the ability to collaborate effectively with internal stakeholders and external suppliers.
  • Strong organizational skills and the ability to manage multiple priorities and deadlines.
  • Ability to identify discrepancies or inaccuracies in data and make corrections.


PREFERRED QUALIFICATIONS (EDUCATION, EXPERIENCE, SKILLS):
  • A Master's degree in Business Administration, Supply Chain Management, or a related field.
  • Familiarity with tribal government procurement regulations and policies.


UNUSUAL PHYSICAL REQUIREMENTS OR RESTRICTIONS
The majority of work is performed in a professional office setting and is generally sedentary, requiring routine walking, standing, bending, and carrying of items weighing less than 40 lbs. Travel on small aircraft or ferry may be required.
