Job Description

Kenney Business Solutions is currently seeking candidates for a Records Management Specialist to conduct a comprehensive assessment of the current RM program gaps and areas for improvement in compliance with NARA regulations and guidance at the Federal Mediation and Conciliation Service (FMCS).

The Records Management Specialist is expected to complete the following tasks:

Current State Assessment

  • Review existing RM policies, procedures, and practices.
  • Conduct interviews and surveys with key personnel involved in RM.
  • Evaluate the current RM system, tools, and technology, as necessary.
  • Assess compliance with NARA regulations, laws, and guidance.
  • Identify gaps and areas for improvement.

Develop Improvement Plan

  • Develop a comprehensive plan to address identified gaps and improve RM practices.
  • Develop recommendations for policy updates, process improvements, and technology enhancements.
  • Ensure recommendations align with NARA regulations and best practices.

Implementation of Improvement Plan

  • Implement approved recommendations from the RM Improvement Plan.
  • Develop and/or update RM policies and procedures.
  • Conduct training sessions for agency staff on updated RM practices.

Monitoring and Continuous Improvement

  • Develop a monitoring and evaluation framework for the RM program.
  • Conduct regular reviews to ensure ongoing compliance with NARA regulations.
  • Provide continuous support and guidance for RM staff.
  • Implement a feedback mechanism to capture and address ongoing RM challenges.

Education:

Bachelor's degree or Certified Records Manager

Security Requirements:

None – Tier I background investigation

Be a US citizen or have Legal Permanent Resident status

Sign a Non-Disclosure Agreement (NDA)

Either have a completed and active background investigation at the Tier 1 low risk level (formerly NACI) with a favorable adjudication prior to starting work or be able to pass a background investigation at the Tier 1 low risk level with a favorable adjudication within ninety (90) days of award

Qualifications:

  • A minimum of five (5) years of experience working with applicable RM laws and guidance (e.g., Federal Records Act, NARA Bulletins and Guidance, Executive Orders, and CFR Title 36, Chapter XII, Subchapter B).
  • The contractor shall be familiar with NARA’s ERM Universal Requirements Version 3 (June 2023).
  • The contractor shall have a minimum of five (5) years of experience working directly with small to medium governmental agencies. Equivalent experience may be accepted as determined by FMCS.

Job Type: Full-time

Pay: From $80,000.00 per year
