PURPOSE:
This position is responsible for managing all aspects of the end-to-end recruitment life cycle, including meeting diversity and other recruiting goals. Utilizes various sourcing strategies and resources; builds networks through social media, job boards, employment agencies, professional associations, and employee referral programs. This position acts as a trusted advisor to candidates and hiring managers. May travel to various sites to facilitate recruiting events.

The Talent Acquisition Specialist reports to the Talent Acquisition Manager. This position is responsible for managing all aspects of the end-to-end recruitment life cycle, including meeting diversity goals. The Talent Acquisition Specialist employs sourcing strategies and resources that build networks through social media, job boards, employment agencies, professional associations, employee referral programs, and other creative channels. This position acts as a trusted advisor to candidates and internal stakeholders. The Talent Acquisition Specialist plays an essential role in building a diverse, equitable and inclusive work environment through our hiring processes.

ESSENTIAL FUNCTIONS:

  • Develops recruitment and communication strategies to enhance the recruiting experience for prospective candidates and hiring managers.
  • Coordinates with the implementation of strategies for recruiting diverse talent.
  • Work closely with hiring managers, building trust and credibility as an advisor in the selection process.
  • Evaluates recruiting pool to identify future sourcing needs and implements proactive recruiting strategies to build candidate pipelines for future vacancies.
  • Proactively source and network with potential candidates in the marketplace.
  • Assist in the organizing and logistics of recruitment and marketing events.
  • Represent CareFirst internally and externally at events, job fairs, college recruitment functions with a goal of networking/relationship building with potential candidates and community outreach programs in order to establish and maintain an organizational presence in the community.
  • Ensures recruitment practices are compliant with employment laws.
  • Assist Talent Acquisition Leadership with development and implementation of specific projects.
    Problem Complexity and Problem-Solving Timeframes
  • Provides resolution to an assortment of problems that are typically well defined, but some clarification or judgment is required to determine action, as additional information about the problem / task is discovered. Uses judgment within defined practices / procedures to determine appropriate action.

QUALIFICATIONS:ALIFICATIONS:

Education Level: Bachelors degree in Human Resources or equivalent work experience OR in lieu of a Bachelor's degree, an additional 4 years of relevant work experience is required in addition to the required work experience.

Licenses/Certifications Preferred:

  • Human Resources\PHR or SHRM-CP

Experience: 3 years Full life-cycle HR/Agency recruitment experience in a high-volume environment supporting mid to senior level roles. Experience with LinkedIn and LinkedIn Recruiter. Exceptional problem-solving, time management, and organizational skills. Experience in proactively sourcing qualified candidates

Preferred Qualifications:

  • Ability to thrive in fast-paced environments and adapt to change as business requirements change.
  • Experience partnering and influencing Hiring Managers throughout the recruiting cycle, along with proven ability to effectively build relationships across all levels of the organization.
  • Expert knowledge of recruiting practices, principles, applications, and methods, including interviewing and assessment skills.
  • Strong project management and MS Office skills. Exceptional problem-solving, time management, and organizational.


Knowledge, Skills and Abilities (KSAs)

  • Proficient in applicant tracking systems (ATS) (e.g., Peoplesoft, Oracle HCM, Greenhouse, TALEO, Workday, Talemetry).
  • Skilled in social media recruitment strategies in order to source for qualified candidates.
  • Willingness and passion for sourcing, networking, and attracting candidates from various channels.
  • Demonstrated experience in developing creative approaches to attract diverse candidates.
  • Proven ability to influence others and build strong internal relationships.
  • Proficient in Microsoft Office applications.
  • Ability to speak on behalf of the organization and represent the business.
  • Must be able to meet established deadlines and handle multiple customer service demands from internal and external customers, within set expectations for service excellence. Must be able to effectively communicate and provide positive customer service to every internal and external customer, including customers who may be demanding or otherwise challenging.

Salary Range: $55,656 - $110,539

This compensation range is specific and considers factors such as (but not limited to) the scope and responsibilites of the position, the candidate's work experience, education/training, internal peer equity, and market and business consideration. It is not typical for an individual to be hired at the top of the range, as compensation decisions depend on each case's facts and circumstances, including but not limited to experience, internal equity, and location.
