Position Summary


As a Trust Funds Specialist, you’ll be responsible for providing complex and detailed benefit information to employers, program participants and their dependents or beneficiaries, and administering those benefit programs. This includes administering the benefit programs by analyzing records to determine WRS benefit eligibility; analyzing participant records to determine insurance, disability, and sick leave eligibility; calculating benefit estimates; and effectively communicating benefit information through various methods including telephone, in writing, in person, and through virtual technology.

You will also be involved with researching and resolving complex inquiries by analyzing and interpreting Wisconsin Statutes, Administrative Code, and departmental policies and procedures. While all positions have a customer centric role, some positions will have more direct customer contact on a regular basis.

Salary Information


This position may be hired at either the Entry or Objective level. The Entry level is in classification Trust Funds Specialist (pay schedule/range 07-04) with a starting salary between $27.59-$28.50 per hour, plus excellent benefits. The Objective level is in classification Trust Funds Specialist-Objective (pay schedule/range 07-03) with a starting salary of $30.13-$33.55 per hour, plus excellent benefits. Pay for current and new state employees will be set in accordance with the Wisconsin State Compensation Plan in effect at the time of appointment.

A 12-month probationary period is required.

Job Details


Some positions may be eligible for hybrid or remote work flexibility. Some work areas require staff to report to the office on a regular basis. The selected employee(s) must report to the ETF office on their first day of employment. In addition, the employee may need to report to ETF on short notice as operational needs require. All employees are expected to be headquartered and work within the state of Wisconsin.

ETF does not sponsor work visas. Any appointment made will be contingent on the applicant being able to prove valid status to work in the United States.

Prior to any appointments for position(s) filled from this announcement, candidates may be subject to a comprehensive criminal background check to determine whether the circumstances of any conviction may be related to the duties required of the position.

There are currently 4 positions available. Three positions are permanent, and one position is project-permanent. The project-permanent position has been authorized until June 2027 and is eligible for all benefits (including insurance and paid time off). After successful completion of the 12-month probationary period, the project employee will attain permanent status and may be eligible to transfer to other permanent positions. This allows the employee to be considered for other similar positions when the project position approaches its expiration date. Wisconsin residency is required for project positions.

Qualifications


Minimally Qualified candidates will have experience in all of the following:

  • Interpreting and applying policies, procedures, documents, etc.
  • Providing issue resolution or troubleshooting to customers.
  • Using various resources to research and gather information to aid in decision making
  • Utilizing computer applications to manage workflows, assess databases, manage e-mails, create documentation, etc.

In addition, Highly Qualified candidates will also have experience with the following:

  • Providing information about employee benefit programs (e.g. retirement/pension benefits, health or life insurance, workers compensation, disability insurance, etc.) to customers and/or members.


NOTE: To be considered at the Objective level, candidates must have experience independently resolving customer issues regarding employee benefit programs and serving as a training resource to other team members. Level of position will be determined based on the qualifications of the selected candidates at the time of hire.
