Position Announcement

Utah Valley University is seeking a UFRA Program Manager! Working under the direction of the Assistant Director - Operations, the responsibilities include: managing regional/statewide emergency services training courses and certification programs, online education and training, regional training events, marketing, logistics, and quality control. Researches, plans, and organizes regional training classes, seminars, symposiums, workshops, train-the-trainer sessions and other organization events. Manages part and/or full-time staff and adjuncts in areas of responsibility. Functions in a supportive role in maintaining a professional relationship with the emergency services community and allied professionals to encourage support and facilitate the safe, effective, and efficient delivery of fire service training. Maintains a high standard of performance and delivery of education, training, and customer service. Prepares, instructs, and follows an approved course of study, prepares instructional material, leads individuals and groups in classrooms, props, and drill grounds using appropriate teaching and safety methods. Consistently working offsite remotely eighty percent of the time, traveling statewide to fulfill these key roles and responsibilities.

Summary of Responsibilities

  • Supervises staff and adjunct instructors in applicable realm of responsibility in assigned state regions or counties. Functions in a supportive role for adjunct instructors, testers, local emergency services agencies, and private industry by arranging logistical and administrative elements associated with academic and training classes, certification exams, and organization events. Collaborates with staff, faculty, and local, state, and national organizations to provide necessary programs. May act as a communications liaison between instructors, testers, agency representatives, students, faculty, staff, and general public to maintain a high standard of performance and delivery of education, training, certification, organization events, and customer service. Advises customers regarding emergency services and fire science programs offered, training, educational, and grant opportunities available, as well as policies, procedures, guidelines, regulations, and standards associated with certification and training. Researches, plans, and organizes regional training classes, certification exams, seminars, symposiums, workshops, instructor and tester updates, train-the-trainer sessions, and other organization events. Manages quality control for training curriculum, instructional materials, and delivery technologies. Assists in the development of adjunct instructor and training class evaluation methods and processes, completed evaluation forms for quality control purposes.
  • Responsible for maintaining a professional relationship with the emergency services community and allied professionals in an effort to encourage, support, and facilitate state and private agencies in achieving educational, training, and certification objectives. Attends meetings statewide with emergency services personnel, nationally recognized accrediting and certifying bodies and sources to further the mission of UVU, the Institute of Emergency Services & Homeland Security, and the Utah Fire & Rescue Academy. Ensures division compliance with UVU policies and state and national standards, laws, and regulations regarding emergency services education, training, and certification. May develop or assist in the development of UFRA-specific policies, standard operating guidelines and procedures. Aides in the design and preparation of articles, newsletters, brochures, and other marketing materials pertaining to the organization. Aides in the preparation of reports to meet University, state, and federal policy, contract and grant requirements.
  • Assists with the development, monitoring, updating, and revision of UFRA's strategic plan. May teach emergency training courses on campus and in assigned regions or counties. Performs other duties as assigned.

Minimum Qualifications

  • Graduation from an accredited institution with a bachelor's degree plus one year of experience related to the Summary of Duties or any combination of education and/or experience related to the Summary of Duties totaling five years.
  • Applicant must have Utah State Fire Service certifications and credentials as approved by the UFRA Director.
  • Have a minimum of five years' experience teaching Fire Science and have equivalent certificates, qualifications, and years of experience in multiple fire & emergency subject areas and leadership.

Preferred Qualifications:
  • Minimum of ten (10) years fire service experience, with five (5) years having held the rank of company officer, training officer, and/or chief officer.
  • Knowledge of NFPA standards, federal and state regulations pertaining to fire science, and has the knowledge of the Utah Fire Service Certification System.

Knowledge, Skill, and Abilities

Knowledge

  • Knowledge of NFPA standards, federal and state regulations, and laws pertaining to fire science, and has the knowledge of the Utah Fire Service Certification System and the NFPA.
  • Knowledge of state, federal and local grant funding sources and programs, as well as the procedures to apply for these opportunities.
  • Knowledge of management techniques and principles.
  • Knowledge of instructional objectives, course development techniques and standards, and evaluation methods, including those related to distance learning.
  • Knowledge of statewide fire and emergency services training programs, certification processes, and UVU academic emergency services programs and how these relate to state and national guidelines, policies, regulations, standards, and requirements.
Skills
  • Skills with managing and prioritizing multiple projects and assignments.
  • Skills with managing, preparing, creating, and delivering courses in the classroom and field.
Abilities
  • Ability to work and travel remotely, independently, and with a group to complete assigned responsibilities.
  • Ability to foster professional relationships with Chief Officers, CEOs, allied training professionals as well as groups with competing interests.
  • Ability to aid in the monitoring of budgets.
  • Ability to use databases, spreadsheets, and understand word processing applications.
  • Ability to supervise staff and adjunct instructors, and work with others as a team.
  • Ability to effectively communicate verbally, non-verbally, and in writing.
  • Ability to resolve conflict in a nonthreatening and mutually beneficial way.
