PURPOSE:
The Vice President (VP), Data and Analytics Platforms drives the data strategy, governance and delivery aimed at building data management capabilities and improving the quality and value of critical business data. CareFirst is amidst a data transformation moving away from a historical operational approach and toward a highly strategic method, with insights and enablement capabilities to competitively position business outcomes and customer experience. Going forward, the data platform should play a large commercial purpose to enrich client data, analytics and insights across customers and lines of business. The VP of Data and Analytics Platforms operates with purpose to prioritize and deliver the data platform, tools, and methodologies to ensure CareFirst is prepared for the future. This senior leader is a direct report to the CDIO and serves as a chief advisor to the executive leadership team in support of developing and delivering next generation enterprise-wide solutions for complex data challenges, including developing and applying models that leverage external innovation, derive insights, improve decision making, and automate processes.

ESSENTIAL FUNCTIONS: Under the direction of the SVP/CDIO, the incumbent is responsible for, but are not limited to, the following:

The VP, Data & Analytics Platforms partners closely with the senior executive team to lead the continued transformation to become an innovative, data-driven culture. This role will be equal parts strategist and change agent, while including core responsibilities in the areas of data management, AI/ML, predictive analysis, customer experience, among others. This leader should demonstrate deep understanding of data to proactively champion data as an asset and strategic driver of innovation and business impact ensuring the delivery of insight is consistent, reliable, and accessible. This person is a recognized thought leader in how organizations use data to maximize stakeholder outcomes through empowerment and enrichment. It is also expected this leader be viewed as a strategic thought leader to assess organizational challenges and industry trends for insight and decision making.

The VP, Data and Analytics Platforms is responsible for ensuring policy, quality and business stewardship activities are delivered in a manner that are consistent with enterprise strategy. It is critical to bring a combination of innovation and delivery to this role to unlock the value of data assets to engage business leaders, promote customer experience, drive informed decisions, and enable business growth. This candidate is expected to be a technical leader who is familiar with cloud, data tools and architecture. This role is broad and strategic in nature, so the impact across the enterprise and customer base is significant. Additional responsibilities include:

  • Create and deploy a commercially focused data strategy measured against tangible business outcomes.
  • Organize and coordinate the organization's disparate data streams to promote holistic mission-critical analysis and ensure analytics technologies and tools are addressing business requirements.
  • Enable the digital transformation of the enterprise to deliver core strategic objectives more efficiently and effectively.
  • Establish strategy and support to monetize data assets through platform creation to further enhance competitive differentiation.
  • Systematically deliver customer and market insights to support execution of strategic priorities and empower businesses to act swiftly on customer feedback.
  • Oversee enterprise data governance, operations, development, and analytics in support of business enablement to capture the value of data as an enterprise asset.
  • Create an adaptable data environment infrastructure and architecture that integrates easily with internal and external data sources.
  • Partner to establish emerging product vision and roadmap strategies to remain competitive in a fast-moving marketplace and engaged with customers.
  • Integrate, aggregate, and analyze data from various sources and diverse formats to facilitate business decisions and customer experience.
  • Operationalize new ways of working to drive capabilities and acceleration across the platform via agile management principles.
  • Lead the predictive analytics center of excellence capabilities to enhance the delivery of model applications and support the integration of data and models into enterprise- and business-level use cases.
  • Enable the consistent deployment of innovative predictive tools and resources around data science, artificial intelligence, and machine learning techniques.
  • Work closely with the heads of Finance, Risk, Technology, Operations, and the business lines to outline new or enhanced capabilities that will advance strategic objectives.
  • Ensure that data is accessible, available, accurate, timely and adaptable for business use.
  • Identify, interpret, and apply industry trends; proactively partner with key stakeholders to drive a coordinated data strategy with appropriate data architecture and cloud capabilities.
  • Be a thought-leader on emerging digital innovation opportunities and develop the enterprise-wide digital vision and supporting strategy.
  • Recruit, retain, and grow required talent with a balance between technology, data, analytics, and culture.
  • Provide input to design and development platforms (application architecture, data intake, storage, processing, and visualization).
  • Accelerate transformation through education and culture change to drive business growth though digital capabilities.


PROFESSIONAL EXPERIENCE/QUALIFICATIONS:

  • The ideal candidate is an experienced digital and data executive with a track record of modernizing people, process, and technology. This executive should be comfortable operating in regulated industries and leverage previous experience to establish high-impact data capabilities and assets to engage customers, enhance performance and provide business insights.
  • The VP, Data and Anlaytics Platforms should be an innovative and dynamic leader, excellent communicator, and effective influencer to negotiate outcomes in a matrix environment. This critical leader should comfortably move between strategy and tactics to drive outcomes and establish a clear path established for the enterprise. The ideal candidate should possess the following:
    • Proven domain expertise with deep experience in a senior-level data and analytics solutions leadership position (within Technology or Business) for a recognized organization.
    • Leadership of digital strategy and roadmap efforts to improve performance, optimize decision making and enhance customer experience.
    • Data strategy or analytics background (B2B or B2C) that enables engagement and interaction of large enterprises and partners.
    • Comfort operating in an Agile environment through culture change and engagement with teams to drive outcomes and results through iteration and adoption.
    • Experience of driving actionable customer insights to identify customer priorities, the customer journey and voice of the customer.
    • Ability to drive data and customer centric strategies across the enterprise which allows nimble and agile decisions at the local level.
    • Demonstrated ability to set strategy/direction and follow through on execution, working towards a long-term strategy while delivering incremental value and creating a culture of continuous improvement.
    • Leadership skills to create a vision, mobilize and empower teams to achieve, and build and execute tactical and strategic objectives.
    • Innovative mindset, strong analytical acumen, and big data insights, with a proven track record of leading complex enterprise change and adoption.
    • Ability to persuasively communicate complex concepts and programs into concise and credible messages at the highest levels of business, with a proven track record of delivering high-volume and high-quality work.
    • Self-motivated and driven; strong business acumen and a roll-up-the-sleeves approach who is a strategist and hands-on manager.
    • Track record of clear vision, execution focus, strong prioritization, and planning skills.
    • Proven ability to assimilate quickly into new environments by absorbing information that creates a deep understanding of business process, strategic goals, and objectives.
    • Relationship management skills to collaborate and partner with senior decision makers across the company.
    • Experience in developing effective commercial business cases and program portfolio rationalization and prioritization.
    • Outstanding ability to drive and implement change initiatives and execute organizational change management at the executive level.
    • Strong track record of leading, coaching, developing, and motivating multi-discipline and multi-cultural teams.

SUPERVISORY RESPONSIBILITY:
This position manages people.

QUALIFICATIONS:

Education Level: Bachelor's Degree in business administration, computer science, data science, engineering, information science or related field, or equivalent work experience.

Experience: 12 years Fifteen or more years of business experience, ideally in a healthcare setting recently at or near the executive level. Broad business experience internally and within the vertical industry is highly desired. 7 or more years of progressive leadership experience in leading cross-functional teams and enterprise-wide programs, operating and influencing effectively across the organization and within complex contexts. Experience in integrating complex, cross-corporate processes and information strategies, and/or designing strategic metrics and scorecards.

Preferred Qualifications:

  • Strategy and management consulting experience desirable.

Knowledge, Skills and Abilities (KSAs)

  • Excellent business acumen and interpersonal skills; able to work across business lines at a senior level to influence and effect change to achieve common goals.
  • Demonstrated leadership; proven track record of leading complex, multidisciplinary talent teams in new endeavors and delivering solutions.
  • Proven data literacy The ability to describe business use cases/outcomes, data sources and management concepts, and analytical approaches/options. The ability to translate among the languages used by executive, business, IT, and quant stakeholders.
  • Information strategy experience Experience in strategic technology planning and execution, and policy development and maintenance.
  • Analytical skills Outstanding analytical and problem-solving abilities.
  • Familiarity with business and healthcare information generation and analysis methods.
  • Specifically, on topics pertaining to Population Health and Social Determinants of Health.
  • Ability to effectively drive business, culture, and technology change in a dynamic and complex operating environment.
  • Gravitas to develop a framework for information and analytics governance, as well as to sell and embed it in all levels of the business.
  • Excellent oral and written communication skills, including the ability to explain digital concepts and technologies to business leaders, and business concepts to technologists.
  • The candidate should be able to sell ideas and processes internally at all levels, including the board and investors.
  • Proven record of effective leadership, including the ability to balance team and individual responsibilities, build teams and consensus, get things done through others not directly under his/her supervision, and work ethically and with integrity.
  • Broad experience desired in multiple competency areas of data and analytics delivery.
  • Examples are data warehousing, business intelligence (BI), data governance, data architecture, data integration, data classification, data strategy, data quality management, data security and privacy, MDM, data standards, regulatory compliance, and enterprise architecture frameworks.
  • Must be able to meet established deadlines and handle multiple customer service demands from internal and external customers, within set expectations for service excellence. Must be able to effectively communicate and provide positive customer service to every internal and external customer, including customers who may be demanding or otherwise challenging.


Salary Range:
$250,160 - $375,240

This compensation range is specific and considers factors such as (but not limited to) the scope and responsibilites of the position, the candidate's work experience, education/training, internal peer equity, and market and business consideration. It is not typical for an individual to be hired at the top of the range, as compensation decisions depend on each case's facts and circumstances, including but not limited to experience, internal equity, and location.
